Brunei: Owners must register their dogs - next registration starts March 2023


Dog owners in Brunei must register their pets. The next registration year starts in March 2023. 

The ministry states that this applies to dogs aged three months and above. The licence can be obtained at the payment counters of the Bandar Seri Begawan (BSB) Municipal Department, Kuala Belait and Seri Municipal Department, and Tutong Municipal Department.

The counter will be open from 8am to noon and 1.30pm to 3pm Monday to Thursday and from 7.45am to 10am on Saturday.

Under Section 4, Chapter 60 of the Dogs Act, it is an offence to own an unregistered canine pet. If found guilty, the owner will be charged a BND250 fine or face 14 days of imprisonment for the first offence, and a BND500 fine or one month’s imprisonment for the second and subsequent offences.

The MoHA said registered dogs should have a tag around the neck at all times. However, when the department run out of tags/discs, the issued letter along with proof of payment of $1BND should suffice. Failure to comply will result in a BND250 fine or one month imprisonment under Section 5(1), Chapter 60 of the Dogs Act.

Dog owners shall hold full responsibility for their pets and should keep the dogs in a home compound either in a cage or on a leash.

The New Armed Forces Covenant Duty

The Covenant Duty will come into force on 22 November 2022. The Duty is supported by Statutory Guidance to help in-scope bodies understand what is required of them under the new Covenant Duty.

What is the new Armed Forces Covenant Duty?

The new Covenant Duty is a legal obligation on certain public bodies to ‘have due regard’ to the principles of the Covenant, and requires decisions about the development and delivery of certain services to be made with conscious consideration of the needs of the Armed Forces community.

Who does the new Duty affect?

The new legal obligation impacts organisations that are responsible for delivering principally statutory functions in healthcare, education, and housing services. The Armed Forces community will be affected as beneficiaries of the new Duty.

Hollie Guard App - Safeguarding people where it matters



To anyone with children old enough to have a mobile phone, or for anyone concerned about their safety, download the Hollie Gard App. If you are walking home late or alone, switch it on and you can track them. If someone approaches and they may feel unsafe they can shake their phone. This sets off an alarm from the phone and also messages to alert you. Alternatively, there is a stealth mode that raises an alert discreetly. 

The app
was designed by the Hollie Gazzard Trust, set up after 20-year-old Hollie Gazard was murdered by her ex partner, and is designed to help if someone feels unsafe.

If the user feels concerned they can shake their phone and alert key contacts. The app will start recording audio and visual information which will be saved and sent to emergency contacts, so that they can call emergency services on the users behalf if required. A repeated shake by the user will initiate a flashing light and high pitched audio alert.

Numbeo is the cost of living website referenced by the Army to get information on the cost of living in specific overseas locations and ultimately informs LOA.

The information on this site is similar to a locally produced document that was circulated to a group of people in BFB over recent months to feedback to the LOA team in UK.

There have only been 6 entries in the last 18 months, therefore many of these costs have been estimated and many are not accurate - fresh milk for example (see above)

Please click this LINK to complete as much of the information as possible. 

More entries = more accuracy. This in turn will be beneficial when LOA is reviewed and may lead to an increase in overseas allowances.

Supporting Partners Innovation Grants - closing 12th Dec 2022


The AFCF Trust has partnered with the MOD to administer the Armed Forces Families Fund. This programme provides funding to projects that will offer innovative, new forms of support for the partners of those who are serving. 

Funding to support Service families

Under this programme the Trust will award grants of between £20,000 and £50,000 on behalf of the MOD’s Armed Forces Families Fund, towards projects which will pilot practical new solutions to support partners of serving personnel, including Reservists, to reduce the challenges of Service life.

Forces Employment Charity - ex forces employment support

The Forces Employment Charity was formed from two of the UK’s largest and most respected military charities; RFEA – The Forces Employment Charity (RFEA) and Officers’ Association (OA).

Founded in 1885 and 1920 respectively, they came together in May 2022 to begin an exciting new chapter for ex-Forces employment support. Their mission is to enable individuals to secure employment and progress to roles at every level, to ensure they achieve their potential beyond military service.

Lived experience of non-UK veterans research project


Are you a former member of the UK Armed Forces with non-UK nationality?

RAND Europe is conducting research funded by the UK Office for Veterans' Affairs (OVA) to improve understanding of what it's like to be a non-UK veteran (ie. a UK ex-service person who did not have UK nationality when they joined the Armed Forces).

​The research focuses on exploring the day-to-day experiences of military service, military-to-civilian transition and post-service life, as well as helping to improve policy and support for non-UK veterans.
